Scope and Contents
The Carroll County Coronavirus Disease 2019 (COVID-19) collection contains documents and other records generated by Georgia Governor Brian Kemp and other public officials, the Center for Disease Control, the Georgia Department of Public Health (District 4), the Carroll County Board of Health, Tanner Health Systems, the Carroll County Health Department, the Carroll County Board of Commissioners, Carrollton's Mayor and City Council, the Carroll County Court System, the Solicitor-General's Office for the State Court of Carroll County, the University of West Georgia, churches and other local establishments, the media, and individuals. Materials include Governor Kemp's executive orders, city and county state of emergency orders, a timeline of the epidemic in Carroll County (March-May 2020), judicial orders, newspaper articles, press releases, public notices, reports, flyers, minutes and agendas, website screen shots, social media posts, newsletters, guides and protocols, photographs, PowerPoint slides, tracking spreadsheets, poetry and original artwork, a journal, and response pieces.

Biographical / Historical
The international COVID-19 pandemic became a local issue in Georgia, Carroll County, and Carrollton in March 2020. On March 14, Georgia Governor Brian Kemp declared a statewide public health emergency, the first in Georgia's history. The Carroll County Board of Commissioners followed suit two days later and the leadership of Carrollton made their own declaration on March 18. On March 24, with the number of locally confirmed cases climbing, the Carroll County Board of Health took additional steps to slow the spread of the virus. This put in place the following day the "Shelter in Place" measure that all Carroll County residents lived under until Governor Kemp's statewide shelter in place order, issued on April 3, expired at midnight on April 30.
During Spring Semester 2020, UWG Special Collections staffers set out to document the social and historical impact of the COVID-19 pandemic with a focus on how the outbreak affected the west Georgia region. The materials collected show how the outbreak affected and disrupted virtually every aspect of daily life in the area.
