Scope and Content
The collection contains legislative papers from Charles A. Thomas' years as a Georgia state representative (1979-1990). The bulk of the collection is correspondence, with such topics as abortion and West Georgia College (later the University of West Georgia) represented. The collection contains reports and documents relating to Thomas' work on the Georgia House Rules, Transportation, and Judiciary committees, as well as his work for the National Conference of State Legislators. There are also numerous copies of House bills and resolutions from the years 1981-1988.

Biographical Note
Charles A. Thomas was born in Carroll County, Georgia in 1948. He attended West Georgia College, George Washington University, and the University of Georgia, where he earned a law degree in 1973. After law school he worked as an attorney in Temple, Georgia, before being elected to serve in the Georgia House of Representatives in 1978 to represent the 69th District as a Democrat. While a legislator, Thomas served on the House Rules, Transportation, and powerful Judiciary Committees. In 1987 he was appointed vice-chairman of the Judiciary Committee, and in 1988 he was named committee chair by Speaker Tom Murphy. He was also a committee member of the National Conference of State Legislators, serving on its Criminal Justice Committee. Thomas served in the state house from 1979-1990 before returning to private practice.
