H.R. 1501 was called the Violent and Repeat Juvenile Offender Accountability and Rehabilitation Act of 1999. This bill was introduced by Rep. Bill McCollum (R-FL) in the wake of the Columbine school shootings. Though it was passed by both chambers on July 28, 1999, it was passed in non-identical forms and the differences were never resolved. These files pertain to the bill's introduction, amendments that were introduced, the bi-partisan working group that met to make changes (which included Barr), and related materials including lobby and constituent correspondence, and news articles.
